What happens if you install the same app using the App Store app on the iPod touch instead of syncing the app through iTunes?

Oct 30, AM. Kenichi Watanabe, Mac is started up and shut down daily it sleeps the day away while I am at work. Which just happened two days ago. I don't need apple scanning the device, wifi is always off until apple turns it on at syncing, I then turn it off again. Also, I only rarely, like a couple times a year connect the iPod to internet purposely and then only when I go on road trips.
Generally speaking, never does any iDevice I have owned connect to the App Store; the exception to this practice is where the dev has excluded an older OS from an updated app and I was forced to use the iDevice App Store to get the compatible app version, which was only two times in 6 years.

Each of the disabled 'Install' apps I either removed on the device, removed via iTunes or are not yet installed on the device. I found the problem. Somehow the restrictions was on for the app store on the device and it was causing iTunes to not be able to install, weird.
